The County Superintendent of Schools, Dr. Charles Weis, provides leadership to the educational community and to the County Office of Education; serves as Chief Administrative Officer and Ex-Officio Secretary of the County Board of Education; and ensures compliance with all the relevant education laws, policies and regulations.

OFFICE OF THE SUPERINTENDENT

The Deputy Superintendent, Dr. Cary Dritz, and staff provide support to the County Office, school districts and other educational agencies, through Administrative Services and Personnel Services.

ADMINISTRATIVE SERVICES

Administrative Services provides charter school oversight, communications, data and statistics, evaluation, research analysis, and planning and support services to the SCCOE, school districts and other agencies in the realm of education.

PERSONNEL SERVICES

Personnel Services, made up of Human Resources and Talent Management, handles SCCOE's personnel activities, including recruiting and selecting employees, maintaining employee records, and collective bargaining agreements. The department also coordinates compensation and benefits. Credentialed staff, hired by the public school system in Santa Clara County, register their credentials with this office.


  • Charter Schools

    The Charter Schools Department coordinates the programmatic and fiscal oversight for charter schools approved by the SCCOE Board of Education. The department also serves as a resource for Santa Clara County's charter schools, school districts, state and local agencies, parents and communities.
  • Communications

    Communications keeps educators, students, parents, community and business leaders and the media informed about the SCCOE and its programs, initiatives and achievements. Communications disseminates news and information to these audiences through print publications, news releases, Internet and social media communications, multimedia presentations and other methods. Communications also coordinates the annual Teacher Recognition Celebration.
  • Data and Statistics

    Data and statistics collected from California schools and learning support resources to identify trends and educational needs and to measure performance are available at the California Department of Education's DataQuest. Staff members are available to help navigate this system. Also available is data specific to Santa Clara County in our "State of Education" publication.
  • Evaluation, Research and Analysis Services

    Staff members are available to provide the following services for internal and external customers:
    • Evaluation of educational programs
    • Conducting research studies/needs assessments
    • Analysis of data
    • Planning support
    • Design and implementation of surveys
    • Facilitation of meetings of educators and those affiliated with the educational community
  • Expulsion Appeals

    The County Board of Education is the local appellate body for most types of student expulsion appeals. Staff provides support to the Board and acts as a liaison between the school districts and parents on matters related to student expulsions.   • Interdistrict Attendance Appeals

    The County Board of Education is the local appellate body for most types of interdistrict transfer denials. Staff provides support to the Board and acts as a liaison between the school districts and parents on matters related to interdistrict attendance appeals.   • Monitoring and Compliance

    Staff members provide the required oversight and monitoring of the following programs:

    • The Williams Settlement covers issues such as providing clean and safe facilities; sufficient instructional materials; appropriate teacher credentialing and assignment monitoring; and accurate reporting of the School Accountability Report Cards.
    • The Quality Education Investment Act (QEIA) improves student academic success in California's lowest performing schools by creating substantially improved conditions for teaching and learning. QEIA funds struggling schools to lower class size, hire dynamic staff and counselors, and provide development opportunities for principals and teachers.
    • The Tinsley Voluntary Transfer Plan is administered by the San Mateo County Office of Education and is monitored for compliance by the staff. The Tinsley Voluntary Transfer Plan allows minority students living in the Ravenswood City School District attendance area who will be entering kindergarten, first or second grade in the following year to apply for transfers to the following seven districts: Belmont-Redwood Shores, Las Lomitas, Menlo Park, Palo Alto, Portola Valley, San Carlos and Woodside.
    • The Valenzuela Settlement requires those districts, county offices and charter schools that participate in certain categorical programs to offer services to students who do not pass the CA High School Exit Exam (CAHSEE) by the end of the12th grade.
  • Policy and Procedure Development

    Staff serves as a resource in policy and procedure development and supports the Policy Development Subcommittee. Organizational policies and procedures are developed to ensure consistency with current educational law. View the SCCOE Policies and Procedures.
  • School Board Elections

    Staff facilitates the process for school board elections.
  • School District Organization

    The County Committee on School District Organization is staffed by the Superintendent's Office. The primary responsibility of the County Committee on School District Organization is the reorganization of school districts, through territory transfers and unification.
  • School District Residency Information

    Parents, school staff, and the public can obtain school district residency information, including the names and phone numbers of persons to contact regarding the school enrollment process. Use the District Locator or go directly to the Assessor's Office.
  • CERTIFICATED PERSONNEL SERVICES

    Certificated Personnel Services trains district staff in credential administration and employment law. In addition, we host the annual Teacher Job Fair and register the credentials for administrative and teaching employees hired by the public school system.
  • CLASSIFIED PERSONNEL SERVICES - PERSONNEL COMMISSION

    Classified Personnel Services administers the recruitment, examination, job classification and compensation, re-employment, reinstatement, hearings and appeals for non-instructional (classified) employees.
  • CREDENTIAL SERVICES

    The Credential Unit advises and assists applicants for state certification; coordinates credential registration for school districts; advises and assists school officials regarding credential regulations; and monitors the appropriate assignment of teachers within the legal authorization of their credential.
  • EMPLOYMENT SERVICES UNIT

    Employment related functions including position assignment, compensation, position control, personnel transactions, employee records maintenance, and SCCOE employee credentialing are maintained by the Human Resources Employment Services Unit.
  • FINGERPRINT LIVESCAN SERVICES

    Our fingerprinting services are available to the 31 school districts in Santa Clara County. The service enables newly hired school district employees to be placed in school sites in approximately three days.
  • HR ADMINISTRATIVE SERVICES

    Provides Personnel Services with administrative support as well as reception support to the SCCOE central lobby. Administrative Services monitors the employee tuition reimbursement program as well as coordinates the annual employee recognition and teacher recruitment events.
  • NCLB PARAPROFESSIONAL TESTING SERVICES

    Testing services are available to district instructional assistants impacted by the requirements of the No Child Left Behind Act of 2002. This service enables current aide employees to be tested and certified, affirming their qualifications to work in Title I classrooms.

  • Talent Management

    The charter of Talent Management is to provide SCCOE staff with professional and personal development, health and wellness, and continuous improvement programs. Other key services include the administration of SCCOE's volunteer program and consulting services related to organizational development. Visit Vitality for staff wellness incentives.
  • TEACHER RECRUITMENT FAIR

    Services to the districts include: advertising, development of publicity flyers and mailing to college placement offices; layout and set-up of conference center facilities and interview rooms; registration; development of a district handbook for applicants and a county-wide recruitment fair.   • UNEMPLOYMENT INSURANCE

    The SCCOE provides professional and cost-effective unemployment claims administration services for school districts throughout Santa Clara and San Benito Counties.
