Program Overview
The Santa Clara County Office of Education (SCCOE) provides services and technical assistance to districts across the county. The SCCOE also acts as a liaison between districts and organizations such as the California Department of Education, Safe and Healthy Kids Program Office, and local community agencies to provide resources, support, and assistance to school communities. The following programs are supported:
- California Healthy Kids Survey
- Coordinated School Health
- Tobacco Use Prevention and Education Program
- HIV/STD
- Oral Health Reports
School districts are required to administer the California Healthy Kids Survey (CHKS) on a biennial basis if they are receiving TUPE competitive grant funds or if they are carrying over 2009-10 Title IV-funds into the 2010-11 fiscal year. Districts who meet either of these criteria must have administered the CHKS during the 2009-10 school year or plan to administer the survey during the current school year (2010-11). Districts who deferred administering the CHKS during the time that they were receiving Title IV or TUPE funds would be required to complete the survey in order to be in compliance and avoid being invoiced for funds recieved-even though they are no longer receiving grant funding. The CHKS must be administered at grades 7, 9, and 11 for receipt of TUPE funds, and at grades 5, 7, 9, and 11 for Title IV funds.
California Healthy Kids Survey - WestEd website
Coordinated School Health is a planned, integrated school-affiliated program designed to enhance the health of children and adolescents. The program is comprised of eight interrelated components: comprehensive school health education, physical education, parent/community involvement, health services, counseling, psychological and social services, nutrition services and health promotion for staff. The SCCOE partners with multiple agencies to offer support and assistance in all these areas.
The TUPE Program provides support, training, technical assistance and information to districts in the development and implementation of tobacco free policies and practices in schools. LEAs last received TUPE entitlement funds in 2008-09 which were to be expended by June 30, 2011. TUPE funds are now only allocated through competitive grants funded via Proposition 99 to districts that are certified as Tobacco Free. On-going education regarding sexually transmitted diseases, including HIV, is more important than ever – and is now a component of the CPM. The HIV/STD Program provides technical assistance, training, resources and network opportunities. The SCCOE partners with the State and County Public Health Departments in providing support, programs and assistance to districts.
Schools in participating districts will have access to input, manage, and track electronic Oral Health Assessment/Waiver Request Forms and all oral health assessment data, bulk upload data to pre-fill the Oral Health Assessment/Waiver Request Forms, print pre-filled Oral Health Assessment/Waiver Request Forms (individually or in-bulk), and export all data into a standardized format.
The System for California Oral Health Report tracks the status of all Oral Health Assessment/Waiver Request Forms. SCOHR also includes a Report Generator utility to run ad-hoc, custom lists and aggregate reports at the school, district, county, and/or state levels.
